Ed Wensing is director, information technology. Ed has been with the Health System for 23 years, serving in a variety of information systems roles and as director since 2019. Most recently, Ed successfully led the monumental relocation of the data center from St. Vincent Charity Medical Center to Mary’s Home—a complex planning effort completed on schedule with all systems and services fully restored within four days. Throughout his tenure, Ed has contributed to several key technology initiatives. In his current role, Ed oversees daily IT operations and has responsibilities in budgeting, staffing and evaluating IT services.

Melissa Rogers is senior vice president of finance & chief financial officer at the Sisters of Charity Health System.
Rogers joined the health system in June 1996 as controller, was promoted to vice president in January 2004 and served a one-year term as interim CFO in 2008 before becoming the full-time CFO in 2009. As CFO, Rogers is involved in all aspects of accounting and finance.
As CFO, Rogers is involved in all aspects of accounting and finance. She established a centralized finance function for all foundations and ministries. She expanded the finance team to include expertise in investment management and was a key participant in the establishment of the health system’s master trust, development of the health system investment policy, creation of the health system investment committee and provision of treasury services to the hospitals. She has been a primary contact with banks and capital markets, and supported all four current health system bond issues. Rogers developed consolidated financial reporting for both the health system and obligated group, and has been responsible for quarterly and annual reporting and meetings.
Rogers supported the creation of and was the primary staff to the health system’s audit committee, and also developed a system of quarterly financial certifications. She led the healthy system’s community benefit reporting initiative and continues to be actively involved in hospital tax issues. She participated in multiple due diligence reviews, strategic planning initiatives and provided critical support to the change in ownership transaction in 2010.
Previously, Rogers was employed by Arthur Andersen LLP in the Chicago and Cleveland offices. As an audit manager, she had regional responsibility for hospital and physician practice clients in northern Ohio and Michigan.
Rogers received a bachelor’s degree in business administration from the University of Notre Dame in 1988 and earned her CPA designation in Illinois in the same year. Rogers serves on numerous boards and finance committees of the Sisters of Charity Health System and the Sisters of Charity of St. Augustine congregation. She and her husband Thom are active members of St Joseph the Worker Parish in Strongsville, Ohio, and very involved in the schools and activities of their three children.

Donna Waites serves as president of the Sisters of Charity Foundation of South Carolina. In this role, she leads the Foundation’s statewide efforts to reduce poverty through action, advocacy and systems change. She also provides executive oversight and supervision of the Foundation’s two South Carolina ministries — the South Carolina Center for Fathers and Families and Healthy Learners — working closely with their leadership to strengthen impact, accountability and mission alignment across the state.
Donna began her career with the Sisters of Charity of St. Augustine in 2000, supporting fund development for Healthy Learners. She later helped establish the Sisters of Charity Providence Hospitals Development Foundation, serving as director of philanthropy. In 2015, she joined the Sisters of Charity Foundation of South Carolina as program director, advancing to vice president of programs before being named president in 2022.
Under her leadership, the Foundation focuses on long-term, systemic solutions in housing security, economic mobility and health access, while remaining rooted in Catholic Social Teaching and the Sisters’ mission to serve those most in need. Donna works collaboratively with nonprofit partners, funders and community leaders to address structural barriers to opportunity and improve outcomes for families experiencing poverty.
Donna holds a Bachelor of Arts in journalism from the University of South Carolina and a master’s degree in organizational leadership from Columbia College. She also earned a Certificate in Finance Essentials from Duke University and is a Change Leaders in Philanthropy Fellow through Grantmakers for Effective Organizations, a Riley Institute Diversity Leadership Initiative Fellow, and a member of the Blue Ridge Institute.
She serves on the boards of MUSC Midlands, the South Carolina Association for Community Economic Development, SC Grantmakers Network, Healthy Learners and the South Carolina Center for Fathers and Families.

Mark Cotleur joined the Sisters of Charity Health System as senior vice president for fund development in 2018. In this role, he is responsible for overseeing fundraising on behalf of St. Vincent Charity Medical Center in Cleveland, Regina Health Center in Richfield, Light of Hearts Villa in Bedford, and six outreach ministries in Ohio and South Carolina.
Cotleur brings to the Sisters of Charity Health System more than 25 years of experience as a senior leader and fundraiser. Most recently, he was vice president of development at Summa Health, where he participated in the attainment of the two largest gifts in Summa’s history.
Previously, he served as director of development for the University Hospitals (UH) Seidman Cancer Center. In this role, he secured $20 million in philanthropic commitments to advance capital, program and research initiatives for the health system. Throughout nearly 14 years at UH, Mark led the fundraising effort to build the new cancer hospital and played a key role in the success of the $1.5 billion “Discover the Difference” campaign.
Mark has also held management positions in fundraising with Boston’s Children’s Hospital and Children’s Hospital of Wisconsin. He earned his Master of Arts degree in Theological Ethics from Marquette University and a Bachelor of Arts degree in History and Philosophy from Borromeo Seminary College. A native Clevelander, Mark lives in Broadview Heights with his wife, Mary Elizabeth, and their two daughters.

As senior vice president of mission & ministry, Miguel Chavez, DMin., oversees continuing integration of the philosophy and values of the Sisters of Charity of St. Augustine into the daily operations of the Sisters of Charity Health System and all of its operating units in Ohio and South Carolina. His areas of responsibility include mission formation; leadership development; ethics; pastoral care; palliative care; and diversity, equity, inclusion and belonging.
Chavez previously served as director of the Office of Missionary Discipleship for the Catholic Diocese of Cleveland. There, he was responsible for visioning, planning, creating and implementing programs and supportive processes that promote a culture of missionary discipleship in the diocese. He held this role from 2020 to 2022. He served from 2004 to 2020 at Walsh University in the positions of vice president for mission implementation, director of campus ministry, assistant director of campus ministry. He has also been an adjunct professor of theology at Walsh University since 2007.
Since joining the Sisters of Charity Health System in July 2022, Chavez oversees efforts to ensure the decisions, policies and programs of the health system and its family of ministries across Ohio and South Carolina are consistent with the mission, philosophy, faith obligations and values of the Sisters of Charity of St. Augustine, as well as the elements of Catholic identity and the social teachings of the Catholic Church.
Chavez holds a master’s degree in business administration with a concentration in management, master’s degree in theology with an emphasis on lay ecclesial ministry, bachelor’s degree in theology and bachelor’s degree in pastoral ministry – all from Walsh University. In 2025, Miguel earned his Doctor of Ministry degree from Saint Mary Seminary and Graduate School of Theology.

Sister Judith Ann is a member of the Sisters of Charity of St. Augustine and has served as its congregational leader since July 2013. Previously, she served as the president and CEO of the Sisters of Charity Health System from 1998 to 2013.
Sister Judith Ann began her health care career in 1962 and has served as pharmacy technician, pharmacist and health care administrator. She has extensive experience in health care administration, including serving as CEO of several Sisters of Charity Health System hospitals, developing a new joint venture hospital, forming health care partnerships, restructuring partnerships, developing conversion foundations, developing a nursing home serving 22 Catholic religious congregations and lecturing on behalf of the uninsured. Before serving as president and CEO of the Sisters of Charity Health System from 1998 to 2013, Sister Judith Ann served as major superior of the Sisters of Charity of St. Augustine.
Following her installation at the centennial assembly, Sister Judith Ann was the 2015-2016 board chair of the Catholic Health Association of the United States. She is a Fellow in the American College of Healthcare Executives. She has served on the boards of hospitals and health care in sponsored entities of the Sisters of Charity Health System since 1973. Her numerous community involvements include serving as a board member of the Greater Cleveland Partnership and the Center for Health Affairs. Also, Sister Judith Ann served on Cuyahoga County Executive’s panel of medical industry and business leaders to oversee the Cleveland Medical Mart and Convention Center project. Prior board memberships include the Greater Columbia Chamber of Commerce, Midlands Business Council in Columbia, South Carolina; University Hospitals Health System in Cleveland, Ohio and Columbia HCA Healthcare Corporation. She also served for 12 years as a member of the board of directors of Walsh University in Canton, Ohio, and is now a trustee emeritus. She has served, as well, on the boards of the American Red Cross Cleveland Chapter and the Detroit Shoreway Community Development Organization. She is a member of the Alumni Association of The Ohio State University Health Services Management and Policy Program and serves as a lector at St. Ignatius of Antioch Church in Cleveland, Ohio.
In September of 2013, she received the Sam Miller Goodness Award from Project Love. In 2012, she was bestowed the Humanitarian Award from the Diversity Center of Northeast Ohio and also in the same year honorary induction into the Sigma Beta Delta Walsh University Chapter of the Business Honorary Society. Additional honors include the 2011 Community Health Champion Award from Care Alliance Health Center and in 2008, the Order of the Palmetto, the highest civilian award from the State of South Carolina. In 2007, she received from Pope Benedict the XVI the Pro Ecclesia Et Pontifice honor and from Bishop Robert Baker the Caritas Award for Service to the Diocese of Charleston, South Carolina.
In 2006, Sister Judith Ann received the Distinguished Service Medal from Walsh University and earlier the Ohio Hospital Association Distinguished Service Award. On May 20, 2002, she was awarded an Honorary Degree, Doctor of Humane Letters, from Ursuline College of Cleveland and was commencement speaker. Sister Judith Ann received the Crain’s Cleveland Business 2001 Women of Note Award; the Distinguished Women in Healthcare Award from the Visiting Nurse Association/Healthcare Monitor in 2000 and the Distinguished Alumnus Award from The Ohio State University Health Services Management and Policy program in 1998. In 1971 she was inducted into the Rho Chi Pharmacy Honor Society.
Sister Judith Ann received her Bachelor of Science in Pharmacy from Duquesne University and Master of Science in Hospital and Health Services Administration from The Ohio State University. In 1998, she completed a sabbatical at The American College, Catholic University of Louvain in Belgium. She is a 1986 graduate of Leadership Cleveland and an avid Cleveland Indians and OSU Buckeyes fan.

Michael Goar became president & CEO of the Sisters of Charity Health System on July 22, 2024. He also serves as president of the Sisters of Charity Foundation of Cleveland. With more than 25 years of leadership experience in the non-profit and education sectors, Goar most recently served as President and CEO of Catholic Charities of St. Paul-Minneapolis, where he partnered with the board to develop a strategic plan, identify new revenue streams, and establish a $50 million reserve fund. Previously, Goar was CEO for Big Brothers Big Sisters in the Twin Cities, leading a $10 million capital campaign and growing the organization from serving 2,000 to 4,500 children. His accomplished career also includes leadership roles with Minneapolis Public Schools, Boston Public Schools, and Memphis City Schools.
